Eugene Hernandez, Director, Institutional Research at Pensacola State College, is the new chair of the Florida Department of Education’s Management Information Systems Advisory Taskforce (MISATFOR), a state-level advisory committee comprised of data and reporting delegates from all 28 public colleges in the Florida College System and FDOE representatives.
MISATFOR serves as the primary collaborative bridge between the individual colleges and the FDOE Bureau of Community College & Technical Center Management Information Systems.
Hernandez holds a Master of Science in Statistical Data Science from the Department of Statistics at Florida State University. He launched his career as a research analyst at PSC in 2018 before moving to the FSU Office of Institutional Research in 2019 as a statistical business analyst. There, he developed enrollment forecasting models that informed university budget planning and built analytics platforms that supported data-driven decision making across the institution.
In 2021, he joined the global software company SAS as a solution consultant, leading the technical delivery of enterprise data solutions for state and government clients. He returned to PSC in 2025 and now leads the Institutional Research Department, overseeing campus data strategy, reporting, analytics initiatives and data governance efforts that help the college better understand and serve its students.
“I’m honored to be elected chair by my peers across the Florida College System. I bring a fresh perspective and genuine enthusiasm for what we can accomplish together,” said Hernandez. “As chair, my focus will be on advancing data quality, exploring innovative methodologies and technologies that can benefit all 28 colleges, and ensuring our reporting remains accurate, consistent and fully aligned with Florida Department of Education requirements.”
“Mr. Hernandez’s appointment as chair of MISATFOR is a tremendous recognition of both his expertise and his commitment to advancing data-informed decision making across the Florida College System,” said PSC Associate Vice President, Institutional Research and Enterprise Solutions Michael Johnston, who served as the advisory committee’s chair in 2021-2022.
“Having previously served in MISATFOR leadership, I understand the important role the task force plays in bringing colleges and the Florida Department of Education together around a shared data agenda,” he said. “As the demand for high-quality data and analytics continues to grow, Mr. Hernandez will serve as an important bridge between the state’s 28 colleges and the Department, fostering collaboration and emerging trends, and ensuring each institution has a strong voice in statewide data discussions. His leadership will benefit not only Pensacola State College, but the entire Florida College System.”
The advisory committee formally meets twice a year to review data issues — legislative changes, FDOE policy changes and data quality initiatives — related to the required data submissions across the Florida College System databases. However, membership in MISATFOR requires ongoing commitment and participation throughout the year.
“MISATFOR is a year-round collaboration, and that’s what makes it so powerful,” said Hernandez. “We are continuously sharing knowledge, solving challenges, and supporting one another in advancing student success and institutional effectiveness across the system.”
Hernandez was elected by voting MISATFOR members to chair the advisory committee during the 2026-2027 state fiscal year.
